Kaskaskia College President George Evans Takes Helm of Illinois Community College Council of Presidents

CENTRALIA, Ill. — Kaskaskia College President George Evans has assumed the presidency of the Illinois Community College Council of Presidents (ICCCP), beginning his term on June 5, 2026.

Evans succeeds Dr. Avis Proctor, president of Harper College, and will lead the statewide organization representing the presidents of Illinois’ 39 community college districts and 45 community colleges.

The Council of Presidents provides leadership on issues affecting Illinois community colleges and works collaboratively with state agencies, policymakers, and other organizations to advance the community college system and the students and communities it serves.

Evans said he is honored to take on the role at a time when community colleges continue to play an increasingly important part in workforce development, economic growth, and expanding access to higher education.

“Serving as president of the Illinois Community College Council of Presidents is both an honor and a responsibility I take very seriously,” Evans said. “Illinois community colleges are uniquely positioned to respond to the changing needs of students, employers, and communities. I look forward to working alongside my fellow community college presidents to strengthen our collective voice and continue advancing the important work taking place across our state.”

Evans has served as president of Kaskaskia College since 2018 and has held several statewide leadership roles within Illinois higher education. His leadership has focused on expanding educational access, strengthening workforce and university partnerships, modernizing facilities, and ensuring the College remains responsive to the changing needs of the communities it serves. Evans also serves as a member of the Illinois Community College Board. He was appointed to the statewide board by Gov. JB Pritzker in 2023 and confirmed by the Illinois Senate in 2025.

Kaskaskia College Board of Trustees Chairman John W. “Bill” Hawley said Evans’ selection reflects both his leadership and his commitment to community colleges throughout Illinois.

“President Evans has always understood that strong community colleges strengthen the communities and regions they serve,” Hawley said. “His leadership at Kaskaskia College has been marked by collaboration, forward thinking, and a commitment to creating opportunities for students. We are proud to see him bring that same leadership to the Illinois Community College Council of Presidents.”

As ICCCP president, Evans will help guide discussions and collaborative efforts among Illinois community college leaders on statewide priorities, including student success, workforce development, affordability, access, and the evolving needs of Illinois communities and employers.

I look forward to building on the strong leadership of Dr. Proctor and working with my colleagues to continue moving Illinois community colleges forward.”

Evans’ term as ICCCP president runs through June 2027.

Kaskaskia College is a public community college in Centralia, Illinois, within South Central Illinois District 501, serving all or part of nine counties, including Bond, Clinton, Fayette, Marion, Washington, Jefferson, St. Clair, Madison, and Montgomery.
